The index results had been surveyed and published annually by the United Nations Development Program in Vietnam in collaboration with a number of units since 2009.

In which, there were 5 content axes in the group of provinces and cities with the highest scores: People's participation at the grassroots level (5.5787 points); transparency in local decision making (5,687 points); accountability to the people (4,3875); control of corruption in the public sector (7,1515 points); e-governance (3,4825 points).

One content axis in the group of provinces and cities with high average scores was "public administrative procedures" (7.3001 points). The two content axes in the group of provinces and cities with low average scores were public service provision (7.4286 points); environmental management (3,3046 points).

So after 2 years (2021, 2022) Bac Giang province was not in the PAPI index rankings due to reporting data noise, then in 2023, the province ranked 10th in the country, increasing by 3 places compared to 2020.

According to the national ranking, Thua Thien Hue province led the country with 46.0415 points; following by Thai Nguyen province with 45.7875 points; Bac Ninh province with 45,7047 points.

It was known that the PAPI index was the largest sociological survey program in Vietnam focusing on understanding the effectiveness and quality of policy implementation and public service provision of local governments based on assessment and experience of people with annual income data.
