Central Economic Commission delegation works in Bac Giang

On the morning of April 12, the Central Economic Commission's working group led by Deputy Head of the Central Economic Commission, Head of the Projects Editorial Team Nguyen Duc Hien worked and surveyed Bac Giang province on the preliminary summary of the implementation of the economic Resolutions of the 5th Central Conference, term XII (Resolutions No. 10, 11, 12-NQ/TW, June 3, 2017). Participating in the working group were representatives of a number of departments and units under the Central Economic Commission and the Ministry of Planning and Investment.

Speaking at the working session, Deputy Head of the Central Economic Commission Nguyen Duc Hien requested Bac Giang province delegates and working group members to discuss frankly, share about the process of implementing the Resolutions, and focus on a number of issues such as enterprise development orientation; science and technology development policies, supporting businesses to innovate; difficulties and obstacles in institutionalizing Resolutions, etc. At the same time, the province was requested to clarify typical models, good and creative practices in implementing the private economy; mechanism to support the private economic sector in development orientation, digital transformation, application of science and technology, etc. Contribute local opinions on adjusting and supplementing goals, perspectives, tasks and solutions stated in the Resolutions; propose and suggest key contents to continue implementing the Resolutions in the coming time.

After more than 6 years of implementing Resolutions No. 10, 11, 12 NQ/TW in Bac Giang province, the awareness of party committees, authorities, officials, party members, managers and workers in State businesses and the People on developing the private economy, on socialist-oriented market economic institutions, on continuing to restructure, innovate and improve the efficiency of State-owned enterprises had been raised with positive transformation.

The private economic sector in the province had new developments in both quantity and quality and was making an increasingly important contribution to the province's socio-economic development. In 2023, the export value of enterprises across the province reached 52.4 billion USD, 4.4 times higher than in 2017. The industrial production value of enterprises reached 541,169 billion VND, 4.2 times higher compared to 2017. Enterprises created jobs for over 306,000 workers, over 1.7 times more than in 2017. Bac Giang was one of the localities always in the top of the country in terms of new and additional FDI capital. From 2017 to present, 423 new FDI projects had been granted with registered capital reaching 5.1 billion USD. Additional adjustment capital for 362 projects reached 4.4 billion USD.

The province issued a comprehensive system of documents, mechanisms, policies, and regulations in areas such as price management, land and mineral management, investment management, construction, environment, and organizational apparatus, ensuring social security, developing businesses, cooperatives, agriculture, rural areas, etc. thereby improving the capacity, effectiveness and efficiency of state management. The investment and business environment and improvement of competitiveness had been significantly improved, recognized and highly appreciated by the business community and people of all walks of life. The PCI index ranking had changed dramatically. In 2021, Bac Giang province ranked 31/63 provinces and cities. In 2022, the province rose to 2nd place/63 provinces and cities, in the group of provinces and cities with good economic management quality in the country. Business freedom and equal competition between businesses of all economic sectors was further guaranteed. The spirit of entrepreneurship and the development of innovation ecosystems was gradually becoming a widespread movement.

State management and administrative procedure reform for the private sector had been strengthened and changed positively in all fields. The efficiency index of public administration and management had been improved and was increasing day by day. Maximize the role, responsibility, positivity and initiative of officials and civil servants with the motto "3 dares" (dare to say, dare to do, dare to take responsibility for the common good), "3 more" (more drastic, more flexible, more effective), "5 clear" (clear people, clear work, clear progress, clear responsibility and clear results). Synchronously deploy the "Friendly Government" model in 209/209 communes, wards and towns in the province. The above results created favorable conditions for the private sector to develop equally and in accordance with the law; created a healthy and transparent investment and business environment.

Regarding conversion and divestment of State capital in enterprises, the province had completed divestment from 2/3 of enterprises to ensure the State capital holding rate to be 50 - 65%; completed divestment of all capital for 3/8 units; arranged conversion for 3/5 units. After restructuring and reforming, state-owned enterprises had gradually operated stably and promoted efficiency.

Speaking at the working session, clarifying the development orientation of the province, Chairman of the Provincial People's Committee Le Anh Duong emphasized that in order to promote the development of the private economic area, in recent times, Bac Giang province had focused on directing and implementing to build an open business and investment environment for domestic enterprises and attractive to foreign enterprises; create markets through early, visionary, and highly focused on planning implementation for infrastructure construction investment. Support mechanisms and policies, accompany and remove difficulties for people and businesses; thereby making an important contribution to the province's socio-economic development.

In recent years, Bac Giang focused on economic development in all three fields of industry, service and agriculture. The province identified industry as the driving force for socio-economic development with the criteria "3 less" (use less land, less labor, less impact on the environment), "3 high" (high investment rate, high budget contribution, high technology). In particular, there was a high focus on processing, manufacturing, and high technology with high production productivity, sustainability, and not causing environmental pollution. Besides, shift and change orientation and thinking, focus on attracting FDI projects into industrial parks, projects of domestic enterprises into industrial clusters, notably in AI and Semiconductors to form ecosystems. Implement a plan to train high-quality human resources, especially in semiconductors through domestic and overseas training.

At the working session, delegates discussed and evaluated the results of implementing the Resolutions of the 5th Plenum of the 12th Central Committee in Bac Giang province. Members of the working group discussed and further clarified issues of concern such as the impacts of applying the Land Law to local practice; practical implementation of mechanisms and policies to mobilize capital from public-private cooperation, coordination with other localities in investing in traffic connection infrastructure as well as digital transformation; environmental pollution issues, waste collection and treatment in industrial zones and clusters; local specific plans in implementing green growth, developing circular economy, reducing emissions to zero by 2050; mechanisms and policies of the province in supporting and creating conditions for the private sector to integrate internationally and participate in the global linkage chain; economic development of craft villages, etc.

Speaking at the meeting, Deputy Head of the Central Economic Commission Nguyen Duc Hien acknowledged the initiative, creativity, and determination of the provincial leaders, and highly appreciated the positive implementation results in Bac Giang province. He requested members of the working group to absorb the province's recommendations and proposals to report to competent authorities for consideration and resolution. At the same time, requested the Chairman of the People's Committee of Bac Giang province to direct the Department of Planning and Investment to add some more information to the preliminary report summarizing the 3 years of implementing the economic resolutions of the 5th Central Conference, term XII./.
