Chairman of the Provincial People's Committee Le Anh Duong works with solar battery manufacturers

On the morning of May 12, Mr. Le Anh Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a working session with enterprises producing solar panels in the province. Attending the conference were leaders of relevant departments, agencies and units of the province and representatives of some solar battery manufacturing enterprises in industrial zones.

According to the report of the Management Board of the Provincial Industrial Parks, the province currently has 12 enterprises producing solar batteries. In addition, there are a number of enterprises manufacturing and processing components and accessories, processing products using solar batteries (photovoltaic connection parts, signal lights, battery boxes, cables ...) . Solar battery production projects in industrial zones come into operation from 2014 to 2019. The total land area used by solar battery manufacturers is 674,719 m2. Total registered investment capital is more than VND 81 trillion; Total realized investment capital up to now is nearly VND 72,000 billion, reaching about 88.6%. By the end of April 2022, solar battery manufacturing enterprises created jobs for 10,052 employees (accounting for 0.6% of the total number of employees in industrial zones) and 876 foreign workers (accounting for 15.51% of the total number of employees in industrial zones). Technical infrastructure of solar battery manufacturing enterprises is invested synchronously, basically meeting production requirements. The total revenue of solar battery manufacturers in 2021 will reach more than VND 51,000 billion, accounting for about 20.18% of the total revenue of enterprises in the industrial park.

 

However, basically, solar battery manufacturing enterprises are in the form of export processing enterprises and are in the period of enjoying corporate income tax (CIT) incentives, of which 05/12 enterprises are enjoying CIT incentives for enterprises producing supporting industry products. The remaining enterprises are entitled to tax exemption for 2 years and a 50% reduction of CIT for the next 4 years according to the category of enterprises established in industrial zones.

 

In the coming time, some enterprises will continue to expand their investment, but there are still some difficulties, increased transportation costs, general ground prices increase to 20-35%. Due to the impact of the Covid-19 pandemic, some businesses have had to switch from road and waterway to air, which has pushed up transportation costs. In addition, there are times when there is a shortage of raw materials, leading to production enterprises not achieving the planned output. Some enterprises also reflect that the quality of technical labor is still low, and enterprises take a long time to train.

 

As of March 25, 2022, the US Department of Commerce officially started to set up an anti-fraud investigation against four ASEAN countries related to Chinese photovoltaic products. Anti-dumping and anti-subsidy duties on crystalline silicon photovoltaic cells (CSPV) from China can be extended to exports from Southeast Asian countries such as Vietnam. The above job has affected the production and manufacturing activities of photovoltaic enterprises in Vietnam, having a lot of inventories, stopping production and delivery, reducing output, and increasing prices.

 

Faced with the above difficulties, businesses asked Bac Giang province to propose to Vietnamese authorities to consider and express concern about the investigation conducted by the US Department of Commerce. This is an inappropriate investigation and ignores basic information about the global solar energy industry, greatly affecting businesses in the solar industry in order to support and help businesses feel secure in their production and business. Support negotiations to open border gates related to China to facilitate the import of raw materials and auxiliary materials for production, not to disrupt the production and supply chain of solar batteries; upgrade the power supply network to minimize flickering...

 

Chairman of the Provincial People's Committee Le Anh Duong affirmed that Bac Giang province always accompanies businesses, supports and creates favorable conditions for businesses to develop.

 

Talking at the meeting, Chairman of the Provincial People's Committee Le Anh Duong emphasized that solar battery manufacturers in Bac Giang have an important position in the socio-economic development of the province as well as play an important role in the development of Vietnam's solar battery industry. The operation of enterprises is favorable, the development of Bac Giang province is also favorable and vice versa. Therefore, Bac Giang will accompany businesses to develop together. The province listens to all suggestions and recommendations to be able to support enterprises to develop production in the coming time in a favorable and growing way. He hoped that businesses investing in Bac Giang would gradually form an ecosystem of the solar battery industry in Bac Giang.
