Economic - social, security - national defense in the first 6 months of 2018
Continuing the growth momentum in 2017, Bac Giang province's economy in the first 6 months of 2018 has strongly increased. The agricultural sector has gradually overcome difficulties, the service sector has developed steadily, especially the highly-developed industry has made an important contribution to economic growth (GRDP) reaching the highest level ever, estimated reached 13.3%.
I. About economic development
1. Industrial production
Most of the manufacturing industries are stable, along with projects attracting investment from previous years that have come into operation, bringing into full play an important role in industrial development.
The index of 6-month industrial production (IIP) is 124% over the same period, of which the mining industry is 124.2%, manufacturing and processing industry equals 124.0%, electricity production and distribution industry gas, hot water, steam and air conditioning are 131.3%, water supply, waste management and waste treatment are 76.5%.
The value of 6-month industrial production (2010 price) is estimated at VND 53,840 billion, up 25.6% over the same period, reaching 46.4% of the plan. In which, the state-owned enterprises sector reached VND 1,750 billion, up 29.0%; non-state enterprises reached VND 7,795 billion, up 18.0%; foreign invested enterprises sector reached VND 44,285 billion, up 27.0%.
2. Agricultural production, forestry and marine products industry
Agricultural production in 6 months achieved good results, the growth rate of agriculture, forestry and fishery was estimated at 2.9% (same period reached 2.0%), of which agriculture increased by 2.7%, forestry increased. 5.1%, seafood increased by 6.1%. The value of agricultural production (2010 price) is estimated at VND 10,410 billion, up 2.0% over the same period.
The total area of annual crops in Dong Xuan crop is estimated at 98,709 ha, equaling 97.3% over the same period. Rice productivity and quality of crops continue to increase. The structure of crops is shifted towards commodity production, increasing the area of crops of high economic value. Production of lychee in 2018 is estimated at 150-180 thousand tons, an increase of over 80 thousand tons over the same period.
The total number of domestic animals in the province increased slightly over the same period, of which 1.132 million pigs were raised, 0.7%, 12.6 million chickens and 1.3%. Steam meat production is estimated at 133.5 thousand tons, equal to 99% over the same period, reaching 58% of the plan.
The whole province has planted 4,950 ha of concentrated forest, equaling 96% of the same period, reaching 99% of the plan. Forest management and protection continue to be directed to drastically implement effectively. The number of illegal violations of illegal natural forest destruction and forest fires declined sharply over the same period.
The movement of building a new rural area in the province continues to have clear changes, by the end of June, there are four more communes recognized to meet the new rural standards, and the whole province has 72 communes, reaching the rate of 35, 4% (nationwide reached 38.6%); The average number of criteria achieved 14 criteria / commune. Up to now, Bac Giang city is the first locality in the province with 100% of communes recognized to meet national standards on new rural areas.
3. Trade, service, finance, banking

3.1. Commercial activities

3.2. Financial, banking and insurance services

As of June 30, 2018, the total mobilized capital in the province reached VND 42,445 billion, increasing VND 4,860 billion (12.3%); outstanding loans reached VND 42,875 billion, increased VND 4,045 billion (10.4%) compared to December 31, 2017; bad debt was VND 335 billion, accounting for 0.78% of total outstanding loans, down 0.22% compared to December 31, 2018.
3.3. State budget revenues and expenditures
Total state budget revenue in the first 6 months of 2018 was estimated at VND 5,105 billion, equaling 80.1% of the estimate, up 76.7% over the same period. Budget expenditures are strictly controlled and properly implemented, the total budget expenditure in the first 6 months is estimated at VND 6,660 billion, up 26.4%, equaling 50.1% of the estimate; in which recurrent expenditure reached VND 3,945 billion, up 7.6%, equaling 49.1% of the estimate.
4. About development investment
The total development investment capital in the province is estimated at VND 16,000 billion, reaching 39.5% of the plan, up 12.4% over the same period; in which state capital reached 2,135 billion, up 46.5%; non-state sector capital reached 10,775 billion VND, up 5.9%; foreign investment reached VND 3,085 billion, up 14.3%.
By May 31, 2018, the whole province issued new and adjusted 118 investment projects, equaling 95.9%, the total registered capital reached 312 million USD, equaling 17.3% over the same period. Although compared with the same period, the result of attracting FDI reached lower but compared to the average level of the whole country, the province is still in the leading group in both the number of projects and the newly attracted capital.
The whole province has 503 newly established enterprises, equaling 87.0% of the same period, reaching 33.5% of the yearly plan. Total additional registered capital into the economy is VND 4,015 billion, equal to 62.4% over the same period.
