The province's economic growth rate is estimated at 14.18%

In the first quarter of 2024, the Provincial Party Committee and all levels of the Provincial Party Committee focused on leading and directing socio-economic development, achieving many positive results in all fields.

The province's economic growth rate (GRDP) was estimated at 14.18%. Of which, industry - construction increased by 18.00%; agriculture, forestry and fisheries increased by 2.14%; services increased by 6.32%; product tax increased by 4.48%. The province's industrial production value reached over 150 trillion VND, reaching 22.6% of the plan.

Total state budget revenue reached nearly 4,680 billion VND, equal to 32.6% of the estimate, increasing by 11.1% over the same period in 2023. Total import and export value reached 10.31 billion USD, an increase of 10,000 USD. 03% over the same period.

Administrative reform continued to be focused on leadership and direction. The investment and business environment continued to improve. Attracting investment and developing businesses achieved positive results. As of March 15, 2024, the whole province attracted 624.26 million USD of converted investment capital, equal to 66.5% of the same period. There were 310 newly established enterprises with registered capital of more than 2,500 billion VND.

State management of labor, vocational training, and job creation was focused on, creating new jobs for more than 8,900 people, an increase of 9% over the same period. Preferential policies for people with meritorious services to the revolution, gratitude activities, poverty reduction, and social protection were well implemented.

National defense and security continued to receive leadership and direction. 100% of military recruitment targets in 2024 were completed. Political security and social order and safety were maintained. Criminal crimes decreased over the same period. Traffic accidents decreased sharply on all three criteria.

All levels and sectors were directed to focus on mobilizing resources to support construction to eliminate 100% of temporary and dilapidated houses for poor and near-poor households and support families of meritorious people facing difficulties regarding housing, degraded houses and houses to be repaired and newly built in the province according to the plan set out in 2024. The apparatus and staff in a streamlined political system continued to be arranged to operate effectively and efficiently. District and commune-level administrative units and urban development were focused on for rearrangement.

Strict implementation of working regulations, principles of party organization and activities was maintained. The correction of working style and practices and enhancement of the responsibility of cadres and Party members was focused on by directing in carrying out tasks, including drastically implementing the "3 dares" (dare to say, dare to do, dare to take responsibility for the common good), "3 more" (more drastic, more flexible, more effective) and "5 clear" (clear people, clear work, clear progress, clear responsibility and clear results) mottos according to Directive No. 26-CT/TU dated June 2, 2023 of the Provincial Party Standing Committee.

However, in the first quarter, production and business activities of some enterprises still encountered difficulties. Compensation and site clearance remained problematic. Progress in implementing some projects was still slow.

The security and order on some aspects was still potentially complicated. Property theft crimes still occured in many localities, accounting for a high proportion of the crime structure. Fraudulent property appropriation crimes showed signs of increasing, especially online fraud.

Leadership in Party building in some aspects was still limited. Coordination between levels and sectors in implementing a number of tasks was not tight, timely and effective, especially in removing difficulties and obstacles for businesses and people, etc.

Some solutions to remove difficulties and problems

At the conference, delegates raised difficulties and problems, made recommendations and proposed solutions. The delegates' opinions were discussed and clarified by leaders of Departments of Natural Resources and Environment, Home Affairs, Agriculture and Rural Development.

Clarifying the opinions exchanged by sectors at the conference, related to opinions on implementing Directive 30-CT/TU, Chairman of the Provincial People's Committee Le Anh Duong said that in early April, the Provincial People's Committee would organize a conference to implement Directive 30-CT/TU. Therefore, he requested localities to summarize difficulties and problems for the province to answer and have a manual to remove difficulties and problems for localities.

Regarding the low flowering rate of lychee, he requested Luc Ngan district and the agriculture sector to pay attention to instructing farmers to take care to maintain the flowering rate, and at the same time guide people to develop other agricultural production to increase income. The industry and trade sector would soon have solutions for promotion and consumption for this year's lychee crop.

Regarding requests for budget support and capital support from Yen Dung, Yen The, Luc Nam districts, he directed Departments of Finance, Planning and Investment to study and consider. With Tan Yen district's proposal to remove two cases in Nha Nam town and Moc market, Cao Thuong town from the list of complicated cases, the Provincial Police was requested to pay attention.

He assigned the Department of Transport to soon direct surveys and consider ways to handle landslides on route 294B according to the opinion of Yen The district. The Department of Planning and Investment would guide construction investment processes and procedures, and devote resources to building infrastructure in the administrative area of the new Luc Ngan district.

Regarding Party building, Standing Deputy Secretary of the Provincial Party Committee Le Thi Thu Hong requested all levels, sectors and localities to pay more attention to grasping social opinion more deeply. Focus on promoting propaganda to create consensus among officials and Party members in arranging administrative units and redundant officials after the merger. Strengthen the development of Party members in the second quarter, ensuring both quantity and quality, striving to complete the goal of admitting new Party members for the entire term.

Highly focus on economic development and effective implementation of "3 security"

Concluding the conference, Provincial Party Secretary Duong Van Thai affirmed that in the first quarter of 2024, despite continuing to face many difficulties and challenges, the results and lessons learned in the autumn quarter should be promoted. From the beginning of the term until now, the Provincial Party Committee and all levels of the Provincial Party Committee had focused on leading, directing, and implementing, achieving quite positive and comprehensive results. However, besides the achieved results, there were still many limitations, difficulties and problems.

In 2024, the Provincial Party Committee had set a very high determination, which was to complete the targets and tasks of 2024, while also making efforts to basically complete the targets of the entire 2020-2025 term right this year to start organizing Party Congresses at all levels in 2025.

Therefore, as the key tasks in the second quarter and the coming time, the Provincial Party Secretary requested all levels, sectors and localities, especially the Party Committee Secretaries and Chairpersons of People's Committees of districts, the district-level town and the city, heads of agencies, departments and sectors of the province closely follow the direction of the Central Committee and the Provincial Party Committee; Resolution of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee to focus on leadership and direction for implementation.

Regarding specific tasks, he requested all levels, sectors and localities to do a good job of building and rectifying the Party, and building a strong political system. This was a key task requiring special attention.

Focus on thoroughly understanding and fully promulgating plans to implement Resolution 8 of the Central Committee for the 13^th term. Effectively implement Regulation No. 114-QD/TW dated July 11, 2023 of the Politburo on controlling power; preventing and combating corruption and negativity in personnel. Pay attention to propaganda and mobilization of the people, and firmly grasp the ideological situation among the People. Pay attention to developing Party members in both quantity and quality.

Highly focus on the task of economic development and promoting economic growth. Accordingly, promote administrative reform and improve the business investment environment. Strengthen and promote measures to increase budget revenue; strictly manage budget expenditures, ensure savings, prevent waste and negativity. Strengthen management, inspection and timely detection. Speed up the progress of site clearance for projects, speed up the disbursement of public investment capital, especially projects in industrial zones to have space to attract investors. Focus on removing difficulties and obstacles in large projects to speed up the disbursement of public investment capital.

Focus on leading and directing state management on land, natural resources, minerals and environment management, especially in areas subject to merger and administrative boundary adjustment to avoid violations. Strictly manage traffic corridors. Focus on leading and directing the implementation of Directive No. 30-CT/TU of the Provincial Party Standing Committee on strengthening the leadership of the Party committee, speeding up the progress of granting certificates of land use and ownership rights. Housing and assets attached to land were associated with building a land database in the province. During the implementation process, there were difficulties and problems to be reported promptly for resolution. Accelerate the progress of projects to build centralized waste treatment plants.

Pay attention to the comprehensive development of cultural and social fields and implement social security policies. In which, focus on effectively implementing "3 security" (Security, welfare, safety); effectively implementing the elimination of temporary and dilapidated houses for poor households and people with meritorious services; promoting propaganda to create awareness in society, encourage localities to have creative and effective ways of doing things, and mobilize resources to join hands to carry out the task. During the implementation process, pay attention to the "3 good" of mobilizing good resources, organizing good construction, and spreading good propaganda.

Focus on leading and directing the implementation to ensure progress in the arrangement of district and commune-level administrative units, focusing on Bac Giang city, districts: Yen Dung, Son Dong, Luc Ngan; provincial planning, zoning planning. Maintain political security, social order and safety, firmly grasp the situation, be active and attentive.
