Accelerate the process of granting land use rights certificates associated with building a land database

Vice Chairman of the Provincial People's Committee Le O Pich signed Plan No. 24/KH-UBND dated April 1, 2024 on accelerating the progress of granting land use rights certificates associated with building a land database in Bac Giang province.

Accordingly, the Provincial People's Committee requires departments, agencies, and People's Committees at all levels from the province to the grassroots to provide drastic, strict, focused, synchronous and unified direction. The heads of agencies, units, and localities are responsible for comprehensive leadership, direction, and organization to complete the goals and tasks set out in Directive No. 30-CT/TU and this Plan.

Strengthen mobilization of active participation of the Fatherland Front and People's organizations to focus on propaganda so that the People are clearly aware that land registration and issuance of certificates are rights, obligations and responsibilities of land users, thereby creating a widespread movement in the province for land registration, granting land use rights certificates and building a land database, ensuring the completion of the stated goals.

The implementation process must comply with the provisions of law; openly and democratically ensure the stability of the socio-political situation, security and order in the locality. Continue to promote reform of administrative procedures when implementing registration and issuance of certificates. Resolutely handle officials and civil servants causing trouble and harassment during the process of preparing documents, receiving registration documents, issuing certificates, and building a land database.

Implement the Trade Promotion Program in 2024

On April 1, 2024, Vice Chairman of the Provincial People's Committee Phan The Tuan signed Plan No. 77/KH-UBND to promote trade in Bac Giang province in 2024.

Accordingly, the trade promotion plan must originate from the needs of enterprises, in accordance with enterprises’ ability to participate and production and business capacity to meet the market. Ensure effective integration with relevant provincial programs and plans having been promulgated. Clearly define the structure and scale of the trade promotion program, meet the needs of businesses, ensure the improvement of production and business capacity for the business community. Focus on supporting key products with strengths of the province.

Promote promotion, propaganda, and search for partners to sign contracts for key, typical and potential products, OCOP products, and typical rural industrial products of Bac Giang province. Mobilize maximum units, businesses, and organizations in the province to participate with the resources of the province, districts, the city, the district-level town, and businesses.

Attract the attention, help and support of other ministries, sectors and localities. Promote the application of information technology in trade promotion activities through the e-commerce environment and digital economic platforms. Maintain security, social order and safety and ensure high economic and social efficiency and cost savings.

Ensure safe and stable electricity supply during hot weather

On April 3, 2024, Vice Chairman of the Provincial People's Committee Phan The Tuan signed Document No. 1646/UBND-KTTH on ensuring safe and stable electricity supply in the hot season of 2024 and the coming time in the province.

Accordingly, departments, agencies, units, and electricity customers continue to join hands with the electricity industry to save and use electricity effectively and reasonably.

Bac Giang Power Company proactively coordinates with customers to sign load adjustment and load shifting agreements; sign a commitment to save electricity and an agreement to mobilize diesel generators with large customers. Coordinate with customers to inspect the implementation of signed agreements/commitments. Regularly monitor the operating situation and electricity usage on the system to promptly adjust power sources to ensure optimal electricity supply. When adjusting to reduce electricity usage capacity or stop power supply, notification must be made to customers in accordance with regulations so that customers can proactively plan production, business and living activities.

Enterprises in the province proactively plan production, increase production in the first and last months of the year, limit the use of high-capacity equipment and transmission lines in the 3 summer months (from mid-April to mid-August), especially during peak hours (from 12:00 to 15:00 and from 21:00 to 24:00), seriously implement load reduction and adjustment, stop reduce power supply when the power system lacks power. Participate in signing agreements and implementing load adjustment in accordance with the commitment with Bac Giang Power Company, be proactively ready to operate businesses’ backup generators to serve production when the national electricity system lacks power.

Bac Giang Newspaper, Provincial Radio and Television continue to coordinate with the electricity industry to propagate to agencies, units, businesses, and people in the area to save electricity and use electricity reasonably and effectively; comply with regulations to ensure safe and stable electricity supply, ready to respond to the risk of electricity shortage, especially during the hot season of 2024.

Strengthen the implementation of fire prevention, fighting and rescue

On April 4, 2024, Chairman of the Provincial People's Committee signed and promulgated Plan No. 25/KH-UBND to strengthen the implementation of fire prevention, fighting and rescue in the province in the new situation.

Provincial People's Committee requires agencies, units and localities to strengthen the leadership and direction of authorities at all levels. Regularly tighten discipline, improve the effectiveness and efficiency of state management of authorities at all levels on fire prevention and fighting, promptly overcome loopholes and shortcomings, especially at the grassroots level. Continue to review and inspect fire prevention and fighting, especially for apartments, individual houses with many floors, apartments, rental establishments with high density of people, and housing combined with production, business with high risk of fire and explosion. Clearly define the responsibilities of organizations and individuals, strictly handle violations (if any) in accordance with the law, with no prohibited areas and no exceptions.

Regularly disseminate, propagate and educate on fire prevention laws and knowledge. Self-rescue, escape, rescue and firefighting skills. Strengthen inspection and supervision of the implementation of regulations on fire prevention and rescue; attach responsibility to heads of party committees, authorities, heads of agencies, units and localities for the results of implementing assigned tasks. Strictly handle cases of irresponsibility or "laxity" in management allowing fires and explosions to occur, causing serious consequences.

Mobilize the combined strength of the entire political system and social resources for the development of facilities, infrastructure, and logistics to meet the requirements and tasks of fire prevention and rescue in the new situation, including focusing on improving the capacity of fire prevention and fighting forces; strengthening forces in residential areas and establishments; deploying and ensuring the fire prevention and fighting infrastructure planning roadmap.

Renovate the relic complex of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac relics and landscapes

On April 3, 2024, Standing Vice Chairman of Provincial People's Committee Mai Son signed Official Dispatch No. 1691/UBND-KGVX on beautifying monuments and organizing propaganda about the value of the Yen Tu Monument and Landscape Complex - Vinh Nghiem - Con Son, Kiep Bac.

Chairman of the Provincial People's Committee requests People's Committees of Yen Dung district and Viet Yen district-level town to urgently carry out the renovation of relic sites included in the construction of the Yen Tu Profile (Vinh Nghiem pagoda, Yen Dung district; Bo Da pagoda, Viet Yen district-level town). Review and add English to the signage system on main roads leading to the monument and construction items of the monument; embellish, supplement, install (at appropriate locations) rules boards, introductions, and monument tour maps in Vietnamese and English. Review, adjust and supplement English text and annotations of documents and artifacts at the Woodblock Exhibition House (Vinh Nghiem pagoda), the exhibition space at Tam Quan (Bo Da pagoda). Review, supplement, and install fire protection equipment, safety warnings, and camera systems. Arrange first aid and emergency equipment, medical care, and facilities for disabled people at relic sites.

Stick closely to the content of the Yen Tu Profile to research, edit, disseminate, and propagate outstanding global values, integrity, and authenticity of the heritage nominated for officials, civil servants, and employees of the Monument Management Board and local authorities; monks, nuns, Buddhists, monks, representatives of business organizations, people living in the area of the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac relics and landscape complex. At the same time, prepare the necessary conditions to welcome the ICOMOS expert team when entering the field for appraisal. The embellishment of monuments (Vinh Nghiem pagoda, Yen Dung district; Bo Da pagoda, Viet Yen district-level town), propaganda about the value of the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac relics and landscape complex are the extremely important content, serving the construction and completion of the scientific dossier "Complex of relics and landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac" submitted to UNESCO for recognition as a World Heritage Site. People's Committee of Yen Dung district and People's Committee of Viet Yen district-level town are requested to seriously implement the implementation, ensuring progress, quality and efficiency./.
