Develop rural industries

On February 19, 2024, Vice Chairman of the Provincial People's Committee Le O Pich signed Plan No. 15/KH-UBND on implementing the Rural Industry Development Strategy of Bac Giang province to 2030 with a vision to 2045 .

To preserve and develop rural craft villages, the Provincial People's Committee directs departments, sectors and localities to focus on preserving and restoring traditional crafts and villages being at risk of oblivion and loss associated with tourism; build distribution channels and introduce craft village products; confer, honor and develop the team of artisans, skilled workers, and workers in craft villages and traditional craft villages.

Prioritize the establishment of professional associations in localities, innovation centers, businesses, and vocational training establishments; support for model design, product improvement, and market information to serve the preservation and development of professions and craft villages. Strengthen coordination in implementation, enhance the roles and responsibilities of leaders at all levels, sectors and localities. Promote propaganda and raise awareness of Party committees, authorities and people at all levels about the role, position and importance of preserving and developing traditional professions, craft and trade villages; create unity of opinion, leadership orientation, direction and concentration of resources for rural industry development.

Focus on treating environmental pollution in craft and traditional craft villages. Resolutely relocate polluting production facilities to industrial clusters. Build a model of linkage between businesses, cooperatives and people, in which businesses play a core and leading role, and cooperatives are intermediaries between businesses and people. Encourage and support businesses and associations to build innovation centers and start-up programs for rural industry activities.

Strengthen the prevention and control of avian influenza pandemic

On February 23, 2024, Vice Chairman of the Provincial People's Committee Le O Pich signed Document No. 849/UBND-NN requesting departments, sectors and localities in the province to strengthen the prevention and control of avian influenza pandemic.

The Chairman of the Provincial People's Committee requests the People's Committees of districts, the district-level town and the city to focus resources and allocate funds to serve the prevention and control of avian influenza pandemic. Ensure funding for timely implementation and effective control when pandemics occur. Direct the People's Committees of communes, wards, towns and specialized agencies to coordinate with the Animal Husbandry and Veterinary sector to strictly manage slaughtering, trading and transportation of poultry and poultry products in the area; strictly handle violations.

Instruct poultry farmers to strictly apply biosafety farming measures and proactively prevent pandemics. Review and organize thorough vaccination against Avian Influenza, ensuring at least over 80% of the total herd is vaccinated. Establish working groups to organize inspection and urge pandemic prevention and control, and deploy tasks on livestock, poultry and aquaculture pandemic prevention and control in 2024.

The mobile interdisciplinary inspection team for animal pandemic prevention and control strengthens inspection of the transportation and trading of animals and animal products in the province. Carry out strict inspection and supervision of activities of wholesale markets, locations for gathering, transporting, trading, and slaughtering livestock and poultry. Strictly handle cases of smuggling, transporting animals and animal products of unknown origin having not passed quarantine, into and out of the province.

Media agencies proactively coordinate with specialized agencies and localities to strengthen information and propaganda about state regulations in animal pandemic prevention and control; regulations, violations, and penalties for illegal slaughter, transportation, and trading of animals and animal products.

Implement natural disaster prevention and control and search and rescue

When natural disasters occur, it is necessary to respond promptly to minimize damage to people and property caused by natural disasters. Thoroughly grasp and seriously implement the direction of the National Steering Committee for Natural Disaster Prevention and Control, the National Committee for Incident and Disaster Response and Search and Rescue, Ministries, Central sectors and provinces. There is close coordination, synergy, and unity among forces participating in natural disaster prevention and control and search and rescue. Sectors and localities well implement the "4 on-site" motto (On-site command; On-site forces; On-site supplies and vehicles; On-site logistics) associated with building safe communities and new rural areas.

Natural disaster prevention and control is implemented in the direction of integrated risk management by region and interdisciplinary; integrated content of natural disaster prevention and control into industry development plans, local socio-economic development to fully assess the impacts increasing natural disaster risks. When natural disasters occur, localities, sectors and governing units must have plans and measures to ensure no loss of life and minimize damage to property and facilities to the minimum level. Recovery and reconstruction after natural disasters must ensure sustainability and require better rebuilding./.
