Implement the Law on Forces participating in protecting security and order at the grassroots

On March 18, 2024, the Chairman of the Provincial People's Committee signed Plan No. 65/KH-UBND to implement the Law on Forces participating in protecting security and order at the grassroots.

Accordingly, the Chairman of the Provincial People's Committee requires close, regular and effective coordination between departments, sectors, units, People's Committees of districts, the district-level town, the city and relevant organizations in implementing the practice of the Law. Promote the proactive role and responsibility of heads of local agencies and units in implementing plans on schedule, ensuring quality, practicality and efficiency. Inspect, urge, guide and promptly resolve difficulties and problems in the process of implementing the Law.

Accordingly, the Provincial Police, Department of Information and Communications, Office of the Provincial People's Committee; People's Committees of districts, the district-level town, the city; press agencies propagate, disseminate and educate the Law on forces participating in protecting security and order at the grassroots level.

The Provincial Police organize training and professional development for police officers and soldiers in units and localities, directly provide professional guidance to forces participating in protecting security and order at the grassroots. Organize political, legal and professional training and fostering for forces participating in protecting security and order at the grassroots level in localities.

At the same time, review legal documents. Participate in developing and promulgating legal documents detailing the assigned contents in the Law on forces participating in protecting security and order at the grassroots.

Strengthen the management of construction planning, urban planning, and construction order

Vice Chairman of the Provincial People's Committee Le O Pich signed Official Dispatch 1362/UBND-KTN dated March 20, 2024 on strengthening the management of construction planning, urban planning, and construction order in the province.

Accordingly, the Chairman of the Provincial People's Committee requests the provincial departments, sectors, units, and People's Committees of districts, the district-level town and the city to continue to strictly and effectively implement Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister on strengthening fire prevention and fighting in the new situation; Official dispatches of the Ministry of Construction and the Chairman of the Provincial People's Committee.

The Provincial Management Board of Industrial Zones and the People's Committees of districts, the district-level town and the city highlight the roles and responsibilities of heads of localities and units in the management of construction order to enforce construction and urban plans to create landscape architectural spaces, modern and sustainable urban and rural environments; limit losses arising from construction order violations.

For housing construction investment projects and urban area construction investment projects, it is essential to coordinate with investors to strengthen construction investment management, ensure compliance with approved detailed planning and design, appraised and approved construction design, granted construction permit, correct land use purpose and other contents of the project having been approved by the competent authority.

The Department of Construction continues to well perform the consultance and management of planning and architecture associated with each planning project, ensuring strictness and compliance with the provisions of law. Implement solutions to strengthen state management of forests and forestry land

On March 20, 2024, Vice Chairman of the Provincial People's Committee Le O Pich signed Official Dispatch No. 1360/UBND-NN on strengthening state management of forests and forestry land; handle disputes, encroachment, and occupation of forests and forestry land.

Accordingly, the Chairman of the Provincial People's Committee requests the Chairman of the People's Committees of districts, the district-level town and the city, heads of units and forest owners who are organizations in the province to continue to seriously implement the directive documents of the Central Government and the province on forest management, protection and development. Regularly direct functional agencies and Chairman of People's Committees of communes with forest areas and forestry land to strengthen forest patrols and inspection, control forest products to promptly detect, prevent and strictly handle illegal acts violating forestry laws.

Strictly control the conversion of forests to other purposes. Promote the role of leaders at all levels in forest management, protection, fire prevention and fighting. Promote propaganda and education to raise awareness and responsibility for implementing legal regulations on forest management, protection, development and forest fire prevention and fighting.

The Department of Agriculture and Rural Development directs the Forest Ranger force to closely coordinate with the People's Committees of districts, the district-level town, the city and functional agencies in checking and reviewing the deforestation of natural forests to plant economic forest disputes, encroachments, issuance of certificates of overlapping forestry land use rights, handling of violations of encroachment, illegal trading, transfer and improper use of forestry land that occur in the locality.

Prevent, detect, fight and handle advertising, production, trading, transportation and use of fake documents

On March 21, 2024, the Chairman of the Provincial People's Committee signed Official Dispatch No. 1383/UBND-NC on preventing, detecting, fighting, and handling advertising, production, sale, transportation, and use of fake documents.

The Chairman of the Provincial People's Committee requests the Provincial Police to strengthen the work of understanding the situation and synchronously deploying measures to prevent, detect, effectively fight and strictly handle law violations of advertising, producing, buying, selling and using fake documents. Proactively notify the methods and tricks of law violators and crimes related to advertising, production, sale, transportation and use of fake documents to agencies, departments, sectors, socio-political organizations, localities, businesses, and educational institutions to raise vigilance and sense of compliance for officials, Party members and the people.

Departments of Education and training; Labor, War Invalids and Social Affairs; universities, colleges, and intermediate schools in the area proactively grasp relevant content to raise vigilance and awareness of compliance for officials, civil servants, public employees, and workers. Direct and guide affiliated units to tighten the management of certificate drafts; issuance of diplomas and certificates. Closely coordinate with authorities in authenticating the legality of diplomas; promptly exchange information with the Provincial Police on suspected cases of using fake diplomas and certificates to carry out administrative procedures.

The Department of Information and Communications proactively and thoroughly grasps relevant content to raise awareness and compliance for employees. Strengthen the review and management of websites and social networks (Facebook, Zalo, Telegram, etc.); registration of personal information and use of junk sim cards; telecommunications services to advertise and sell fake diplomas, certificates, and papers of state agencies, promptly discuss with the Provincial Police for verification and strict handling according to the law.

People's Committees of districts, the district-level town and the city regularly propagate measures to prevent, detect, effectively fight and strictly handle violations of laws on advertising, production, sale and use of fake documents. Proactively grasp relevant content to raise awareness and compliance for employees.

Organize the "peak campaign" to mobilize people to participate in voluntary social insurance

On March 22, 2024, Standing Vice Chairman of Provincial People's Committee Mai Son signed Plan No. 66/KH-UBND to implement the "peak campaign" of mobilizing people to participate in voluntary social insurance in 2024 on province.

Accordingly, the "peak campaign" of mobilizing people to participate in voluntary social insurance with the "Voluntary social insurance - A fulcrum for security in old age" theme will be held from April 1, 2024 to May 31, 2024.

To well implement the plan, the Chairman of the Provincial People's Committee requests that the activities in the "peak campaign" of mobilizing people to participate in voluntary social insurance must be practical, effective and deployed widely to each residential area, village, residential group. Evaluation content of implementation results during the "peak campaign" for departments, sectors, agencies and units; Fatherland Front Committee and socio-political organizations; People's Committees of districts, the district-level town and the city must be clear, accurate, public and transparent.
