Strengthen prevention and combat of property theft crimes

On March 25, 2024, the Chairman of the Provincial People's Committee issued Official Dispatch No. 1441/UBND-NC on strengthening the prevention and combat of property theft crimes in the province.

Accordingly, the Chairman of the Provincial People's Committee requests agencies, units and localities to continue to strictly implement Conclusion No. 13-KL/TW dated August 16, 2021 of the Politburo on implementing Directive No. 48 -CT/TW dated October 22, 2010 of the Politburo (term X) on strengthening the Party's leadership in crime prevention and combat in the new situation; Plan of the Provincial Steering Committee on preventing and combating crime and social evils; drug prevention and combat; preventing and combating human trafficking and building a movement of all people to protect security by 2024.

Enhance the responsibility of leaders, regularly direct, inspect, and urge crime prevention and control in general and property theft crimes in particular within the agency, unit, and area of responsibility. Arrange security forces to regularly patrol and guard the premises of headquarters and agencies. Review, detect and promptly fix loopholes and shortcomings and proactively invest in installing security equipment (cameras, alarm bells, safety locks, etc.) to improve capacity and work efficiency. Manage and protect assets of agencies, units and localities.

Regularly propagate, thoroughly understand and guide cadres, civil servants, public employees, workers and people to raise awareness of self-prevention and self-protection of assets in headquarters, agencies, units, organizations, businesses and at home, in the area of residence.

Strengthen the prevention and control of influenza A/H5N1 from infectious poultry to humans

Standing Vice Chairman of Provincial People's Committee Mai Son signed Official Dispatch No. 1454/UBND-KGVX dated March 25, 2024 on strengthening the prevention and control of influenza A/H5N1 from poultry to humans.

Accordingly, the Chairman of the Provincial People's Committee requests the Department of Health to direct units in the industry to strengthen surveillance and epidemiological investigation of suspected cases of bird flu infection, early detection of cases of acute respiratory infections, severe viral pneumonia syndrome and influenza syndrome to promptly detect cases of influenza A(H5N1). Closely coordinate with relevant sectors and localities to promptly and thoroughly handle the outbreak as soon as it is detected. Direct medical examination and treatment facilities to be ready for admission, quarantine and treatment according to regulations of the Ministry of Health. Ensure adequate medicine, supplies, medical equipment, chemicals, and biological products for medical examination, treatment, and pandemic prevention and control.

When detecting an infected/suspected case, it is necessary to immediately notify the Provincial Center for Disease Control for timely pandemic prevention and control measures and take test samples to send to the Central Institute of Hygiene and Epidemiology for definitive diagnostic test. Manage cases and prevent the disease from spreading to the community.

The Department of Agriculture and Rural Development focuses on drastically and synchronously implementing solutions to prevent and control avian influenza (Influenza A). Strengthen surveillance, early detection and organize investigations, thoroughly and effectively handle outbreaks of diseases transmitted from animals to humans according to regulations of the Ministry of Agriculture and Rural Development. Absolutely let no disease spread widely. Strengthen training and education on prevention and control of diseases transmitted from animals to humans for grassroots veterinary staff.

The Department of Information and Communications directs media agencies in the area to promote propaganda about measures to prevent and control bird flu from infecting humans.

People's Committees of districts, the district-level town and the city closely monitor the situation of avian influenza in the localities. Strengthen strict monitoring of people entering the country to early detect suspected/infected cases, especially people who slaughter, trade poultry and live poultry products, and people with a history of coming/returning from areas with epidemic (epidemic in poultry and humans). Strengthen communication on measures to prevent avian influenza infection from spreading to humans in high-risk areas and poultry farmers, traders, and slaughterhouses about the risk of disease, and prevention measures. Direct inter-sectoral coordination between health agencies, veterinary agencies, local departments and sectors in monitoring and detecting influenza epidemics in poultry, especially in markets, and promptly sharing information on poultry diseases and implementing coordination in investigation and treatment of outbreaks. Ensure funding, availability of drugs, supplies, chemicals, and means to promptly support localities in implementing measures to handle outbreaks.

Enhance security and safety at drug detoxification facilities

Standing Vice Chairman of Provincial People's Committee Mai Son signed Document No. 1509/UBND-KGVX on enhancing security and safety at the Provincial Drug Detoxification Facility.

Accordingly, the Chairman of the Provincial People's Committee requests the Department of Labor, War Invalids and Social Affairs to direct the Provincial Drug Detoxification Facility to strengthen the management of drug detoxification students through the development, promulgation and implementation. Strictly follow the rules and regulations of the detoxification facility according to regulations. Strengthen the organization of labor therapy and implement professional measures, promptly grasp the ideological developments of students, especially students with criminal records, to have timely educational and preventive measures. When students have conflicts, come up with effective management measures. Review the facilities of the Provincial Drug Detoxification Facility, report to competent authorities to invest in upgrading, repairing, and ensuring the reception and management of students at the Facility.

Evaluate, review and rearrange the team of officials and workers working at the Provincial Drug Detoxification Facility according to job position, professional capacity, and professional ethics. Strengthen internal supervision and management of officials and employees in each department and the entire unit. Coordinate with the Provincial Police to strengthen the assurance of security and order at the facility. Closely coordinate with local police, health agencies and relevant organizations in the stationed area to ensure security and order, prevent and stop smuggling, buying, selling, storing, illegal use of drugs.

The Department of Home Affairs presides over and coordinates with the Department of Labor, War Invalids and Social Affairs to guide the arrangement, mobilization, recruitment, and addition of officials, workers, and the number of people working according to regulations.

The Provincial Police directs provincial specialized police departments, Police of Bac Giang city and Tan Yen district to strengthen management and timely capture of information. Coordinate with authorities to investigate and handle drug addicts who violate the law at the Provincial Drug Detoxification Facility. Direct police forces at all levels to support forces to protect local security and order when unexpected situations arise, coordinate with functional agencies to ensure safety, and handle bad situations that occur in the process of organizing and implementing drug detoxification at the facility. Check the management of equipment, support tools and instructions for use by staff of drug detoxification facilities.

People's Committees of Bac Giang city and Tan Yen district direct units, functional agencies, and People's Committees of communes: Song Mai, Que Nham and adjacent communes to strengthen coordination in ensuring security and order at the provincial drug detoxification facility.

Improve the efficiency of management and use of weapons, explosives, and support tools

On March 27, 2024, the Chairman of the Provincial People's Committee issued Official Dispatch No. 1514/UBND-NC on improving the efficiency of management and use of weapons, explosives, support tools and artillery.

Accordingly, the Chairman of the Provincial People's Committee requests departments and agencies under the Provincial People's Committee; People's Committees of districts, the district-level town and the city continue to thoroughly grasp and seriously implement Directive No. 12/CT-UBND dated December 15, 2023 of the Chairman of the Provincial People's Committee on strengthening the recovery campaign and fighting with criminals, violating the laws on weapons, explosives, support tools and artillery.

The Provincial Police presides and coordinates with relevant agencies and units to advise the Provincial Steering Committee of Crime Prevention and Control; Social evils and building a movement of all people to protect national security focus on propagandizing and mobilizing people to surrender and fight against crimes and violations of laws on weapons, explosives, support tools and artillery. Effectively deploy the process of implementing measures to manage, prevent and fight against crimes and violations of laws on weapons, explosives, support tools and artillery. Proactively coordinate with Customs and Market Management forces to organize patrols and control of routes, key areas, business areas, railway stations, bus stations, and means of transport to promptly detect, arrest, and strictly handle violations of the law on weapons, explosives, support tools and artillery.

The Department of Information and Communications coordinates with competent agencies to strengthen state management of cybersecurity and the postal sector for illegal trading and transportation of weapons, explosives, support tools and artillery; take measures to prevent and remove social network accounts, YouTube channels, advertising videos, etc. about buying, selling, instructing, and manufacturing rudimentary weapons, support tools, and artillery in cyberspace.

The Department of Industry and Trade strengthens management in industry and commerce; manages local areas, proactively coordinates relevant functional forces, and conducts supervision and inspection of businesses and individuals doing dangerous chemicals, precursors for explosive production, and industrial explosive materials to promptly detect, inspect, and handle violations according to legal regulations.

People's Committees of districts, the district-level town and the city direct affiliated agencies and units, People's Committees of communes, wards and towns to strictly implement the provisions of law on the management and use of weapons, explosives, support tools and artillery; launch a movement of all people to protect national security in mobilizing to hand over, detect and denounce violations of weapons, explosives, support tools and artillery, to prevent the formation of complex security "hot spots" on security and order.

Strengthen tuberculosis prevention and control

On March 29, 2024, Standing Vice Chairman of Provincial People's Committee Mai Son signed Document No. 1583/UBND-KGVX on strengthening TB prevention and control in the province.

Accordingly, the Chairman of the Provincial People's Committee requests agencies and localities to raise awareness and responsibility of leaders for TB prevention and control, considering this an important, long-term task of the whole politics system. Direct the effective implementation of assigned tasks in Plan No. 467/KHUBND dated January 21, 2022 of the Provincial People's Committee on TB prevention and control in the 2021 - 2025 period and vision to 2030 in Bac Giang province.

The Department of Health strengthens professional and technical development for medical staff. Regularly consolidate and improve the capacity of the province’s wide anti-TB network. Receive and direct the implementation of TB prevention and control activities transferred from the Central Government. Ensure effective maintenance of TB prevention activities from the provincial level to the grassroots level, expand the TB prevention and control network to private medical facilities. In particular, strengthen the connection between medical examination and treatment facilities in detecting, managing, treating and preventing TB. Coordinate with relevant agencies to organize propaganda activities to prevent and control TB. Proactively provide information and propaganda content for TB prevention and control to media agencies in the province. Regularly direct supervision, inspection and specialized examination of the results of implementing legal policies on TB prevention and control.

The Department of Information and Communications strengthens the direction of press, information and communication agencies to promote propaganda on mass media about measures to prevent and control TB; help people recognize the symptoms of TB.

People's Committees of districts, the district-level town and the city direct communes, wards, towns, agencies and functional units to implement solutions to improve the quality of TB prevention and control programs in the area. Strengthen communication to raise people's awareness of the serious effects of TB on the health and economy of themselves, their families and society. Review and evaluate the situation of TB in the locality, promptly remove difficulties and obstacles, and direct the effective implementation of measures to prevent, detect and treat TB./.
