Implement the development orientation of railway transport

On March 6, 2024, the Provincial People's Committee issued Plan No. 18/KH-UBND to implement Resolution No. 178/NQ-CP dated October 31, 2023 of the Government promulgating the Government's Action Program to implement the Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo on the development orientation of Vietnam's railway transport by 2030 with a vision to 2045.

The Provincial People's Committee requires that the development and promulgation of the Plan of the Provincial People's Committee must adhere closely to the viewpoints and objectives of Conclusion No. 49-KL/TW and Resolution No. 178/NQ-CP to unify the awareness of the whole politics system about the location, role, importance and necessity of rail transport; mobilize and prioritize investment in developing a modern, synchronous and sustainable railway transport system, creating an important driving force for socio-economic development, promoting advantages on strategic economic corridors, associated with ensuring national defense, security and international integration, protecting the environment, and responding to climate change; promote the process of industrialization and modernization of the country.

Specify the tasks and solutions in Conclusion No. 49-KL/TW and Resolution 178/NQ-CP closely to the practical situation of localities and units, ensuring high feasibility; clearly assign tasks and responsibilities of groups and individuals. Highly focus on leadership, direction; regularly inspect, urge, and supplement implementation, meeting practical requirements according to the roadmap. Be the basis for departments, district-level People's Committees, and commune-level People's Committees to thoroughly grasp, effectively deploy, and complete the goals of Conclusion No. 49-KL/TW, creating a real change in the development of railway transport in the province.

Raise awareness of the entire political system, businesses and people about the roles, responsibilities and importance of rail transport. Innovate leadership and direction thinking, create unity and high determination in developing railway transport. Strengthen inspection, supervision, ensure order and safety of railway traffic in the province and strictly handle violations during the process of organizing and implementing railway infrastructure development.

Strictly handle violations of laws on irrigation, dykes and natural disaster prevention and control

On March 6, 2024, Vice Chairman of the Provincial People's Committee Le O Pich signed Official Dispatch No. 1091/UBND-KTN requesting departments, People's Committees of districts, the district-level town, the city and LLCs to exploit irrigation works of the province to strictly implement and handle violations of laws on irrigation, dykes and natural disaster prevention and control in 2024 in the province.

The Chairman of the Provincial People's Committee requests the People's Committees of districts, the district-level town, the city to develop plans to handle violations of laws on dykes and natural disaster prevention and control within the dyke protection scope and in the flood drainage corridor in the area. For cases that arise after the plan is issued, the People's Committees of districts, the district-level town, the city add to the plan, focus on handling it completely, and are determined not to let new violations arise.

People's Committees of districts, the district-level town, the city establish Steering Committees to handle cases of violation of the law on dykes and natural disaster prevention and control in districts, the district-level town, the city and communes, wards and towns headed by Chairpersons of the People's Committees of districts, the district-level town, the city and communes, wards and towns as Heads of the Committees, members include: Leaders of the Departments of Agriculture and Rural Development, Natural Resources and Environment, Finance, Police, Military, Power, Telecommunications, Women's Union (steering committees in communes, wards, towns includes additional village heads, neighborhood leaders, etc.).

The Steering Committees of districts and the city coordinate with the Irrigation Sub-department and regional dyke management districts to review, classify, and complete violation records. Develop a specific and detailed treatment plan; direct the handling of violations of dyke and natural disaster prevention and control projects in the area to ensure compliance with legal procedures.

From April 15, 2024 to April 30, 2024, notify the plan to each violating household and the community, request households with violating acts to voluntarily dismantle and clear the violation. Direct local mass media agencies to organize propaganda work on the Dyke Law, the Law on Natural Disaster Prevention and Control and related Decrees guiding the implementation.

Chairman of the Provincial People's Committee assigns the Department of Agriculture and Rural Development to preside over and coordinate with relevant units and members of the Provincial Natural Disaster Prevention and Control and Search and Rescue Steering Committee to inspect the implementation results of districts, the district-level town and the city. Report to the Chairman of the Provincial People's Committee in accordance with regulations.

Deploy solutions to improve the performance of the set of indicators to evaluate environmental protection results

The Provincial People's Committee issued Plan No. 17/KH-UBND on March 4, 2024 to implement solutions to improve the implementation of the set of indicators to evaluate environmental protection results in Bac Giang province.

The Provincial People's Committee requests the implementation of the contents of the set of indicators to evaluate environmental protection results to specialized divisions of departments, sectors, units, People's Committees of districts, the district-level town, the city, People's Committees of communes, wards and town. Assign specific responsibilities of divisions and units under departments, sectors and localities in evaluating the results of component indexes.

Departments, sectors, units and localities, according to their scope of management, develop plans to implement solutions and tasks to maintain, improve and enhance the assessment results of component environmental indicators under their scope of management in the set of indicators for assessing environmental protection results at the provincial level.

Make the evaluation of the implementation results of environmental index components of the set of indicators for evaluating environmental protection results a regular and annual task of agencies and units under the Provincial People's Committee and the People's Committee of districts, the district-level town and the city.

The Chairman of the Provincial People's Committee also requests departments, sectors, units, and People's Committees of districts, the district-level town and the city to develop specific implementation plans suitable to their practical situation to be completed in March 2024. Periodically (before February 20 every year) report on the results of implementing the component environmental indexes in the previous year's set of environmental protection assessment indexes and attach documents to verify the assessment results; send to the Department of Natural Resources and Environment for synthesis and report to the Provincial People's Committee and the Ministry of Natural Resources and Environment according to regulations.

Deploy the "The whole country emulates building a learning society, promoting lifelong learning in the 2024 - 2030 period" movement

On March 8, 2024, the Provincial People's Committee issued Plan No. 20/KH-UBND to implement the "The whole country emulates building a learning society, promoting lifelong learning in the period 2024 - 2030" movement in Bac Giang province.

To continue to improve the quality and effectiveness of the task of building a learning society and lifelong learning, departments, sectors, units, the Provincial Fatherland Front Committee, socio-political organizations, professional social organizations, districts, towns, provincial cities, organizations, businesses, households and every citizen to propagate, disseminate, raise awareness and effectiveness of study promotion, talent promotion, lifelong learning, building a learning society and model in the context of the digital economy and society; emulate lifelong learning; promote initiatives and solutions to encourage and develop a learning culture in the community.

Develop mechanisms and policies to support and promote the activities of formal and non-formal educational and cultural institutions, and community learning centers, creating opportunities and favorable conditions for objects of lifelong learning.

Comprehensively and synchronously deploy solutions and concentrate resources, mobilize the participation and coordination of organizations and individuals in promoting lifelong learning and building a learning society, completing the goal of the "Build a learning society for the 2021 - 2030 period" movement to improve capacity in using modern learning technology and digital transformation in lifelong learning activities. Improve people's digital capacity and ability to use foreign languages, carry out learning anytime, anywhere using all methods to serve their work.

Emulate to promote the lifelong learning movement in families, clans, communities, units and build models of learning citizens; build a learning culture.
