II. Planning of 5 years Economic – Social Development of Bac Giang province period from 2016 to 2020.
Implementation of Resolution of the 17th Provincial Party Congress and 5 years economic-social development plans from 2011 to 2015, with the efforts of all levels and departments, citizens and businesses so economy and socio of the province achieve important results. Promoting achievement, Bac Giang issued 5-years economic social development plan period from 2016 to 2020.
1. Overall objectives
Maintaining economic growth is higher than the development speed of the Midlands and Northern Mountains and of the country, the economic structure shifted towards positive; building infrastructure systems focus, better meet the requirements of economic development - social; exploitation and rational use of the potential and strengths to develop industry, services, agriculture. Develop a comprehensive cultural fields - social, enhance quality of human resources, implement social welfare policies, improve the living conditions of the people and solve basic environmental pollution, maintaining political security, social order and safety, strengthening national defense and the local military. By 2020, put in Bac Giang province is among the top provinces with targets of GDP / person of the Midlands and Northern Uplands and by 90-95% of the national average.
2- Key indicators to the years 2020
(1) The growth rate of the provincial gross domestic product (GRDP) on average from 10 to 10.5% annual gain; in which, industry and construction from 14 to 14.5%; Services 8.5-9%; agriculture, forestry, fisheries 3-3.5%; industrial - buiding 42 to 42.5%; Services: 38 to 38.5%; agriculture, forestry, fisheries 19-20%.
(2) GRDP Per capita in 2020 is 2,700 - $ 2,800
(3) Budget revenues should increase by an average of 20-25% /year
(4) Total investment social development phase 2016 - 2020 to reach about 230 trillion
(5) Export turnover in 2020 reached $ 6.5 billion
(6) To the year 2020: Number of beds/10 thousand population are 25 beds; the percentage of communes, wards and towns to reach the national criteria for health reaching 100%; the percentage of people participating health insurance to over 80%.
(7) The poverty rate fell from an annual average of 1-1.5%.
(8) Settlement of new jobs on average each year 29 thousand employees. The rate of trained laborers to 70%

(13) The proportion of solid waste collected in 2020 reached 70%, the rate of collection is treated up to 98%; rate thoroughly handling establishments which cause serious environmental pollution reaches 100%.
(14) The proportion of urban population use clean water 84.5%; proportion of the rural population use hygienic water (reaching QCVN 02: 2009 / BYT) was 79%.
(15) The proportion of communes get new rural standard 35-40%.
