Focus on restructuring the crop industry

At the meeting, Deputy Director of the Department of Agriculture and Rural Development Le Ba Thanh said that in order to develop diversified agriculture including cropping, livestock, forestry, and fisheries, improve income and life for people in association with building new rural areas, Bac Giang province had recently issued many mechanisms and policies to develop commodity agriculture, concentrate, apply high technology, clean and organic agriculture, associated with brand building, branding, expanding consumer markets and building digital maps of production areas.

Implementing restructuring of the farming industry, the province gradually directed farmers to convert from small-scale production to the development of large-scale commodity production according to the advantages of each locality, with linkages, creating raw material areas to serve processing and export factories. The growth rate of production value of the cropping industry (according to 2010 comparative prices) reached 2.6%/year; the production value/hectare of cropland reached 140 million VND. For 4 consecutive years, Bac Giang province's agriculture sector continued to maintain stable growth and development. The growth rate of agriculture, forestry and fisheries in the first months of 2024 increased by 1.82%.

In addition, the management and use of agricultural materials had received attention, thereby detecting, preventing and handling many violations. The arrangement and innovation of agricultural and forestry companies was being implemented according to plan, lychee consumption was favorable.

Speaking at the working session, Director of the Bureau of Crop Production Nguyen Nhu Cuong emphasized that in recent years, Bac Giang province had done well in restructuring the crop industry, applying technical advances, and producing according to VietGap, GlobalGap, organic safe processes associated with promoting the consumption market for key crops typical of the province, thereby helping to increase productivity and quality, creating conditions for export. However, in the process of restructuring the farming industry, the province needed to focus on selecting production areas, restructuring deeper in key crops and following the seasonal approach, especially for fruit trees. Thereby, it would create conditions to better apply science and technology to plant care, ensuring productivity, quality, and consumer markets.

To further contribute to the direction of restructuring the agricultural sector in the coming time, according to Director of the Bureau of Crop Production Nguyen Nhu Cuong, the province also needed to develop specific plans for each key crop. At the same time, continue to promulgate specific support policies for each key crop type, accompany and create motivation for farmers in developing the agricultural and rural economy, and ensuring social security.

Regarding the management and use of agricultural supplies, the representative of the Plant Protection Bureau proposed that the province continue to promote inspection and examination of enterprises trading in agricultural supplies. Through inspection and testing, detect and strictly punish cases of trading agricultural materials and unsafe plant varieties. Direct localities in the province to promote propaganda so that people clearly understand the origin of each plant variety. Continue to coordinate with the Bureau to build organic production models, improve productivity and crop quality, and develop the province's agriculture in a green and clean direction.

Attract investment and development in the agricultural sector

Speaking at the working session, Vice Chairman of the Provincial People's Committee Le O Pich gave general information about the province's economic development over the past time. The province's economic growth rate was always among the top in the country. In parallel with industrial and service development, Bac Giang province attached great importance to agricultural development, considering it a foundation to ensure and support the economy, industry and services to develop together.

Although agriculture only accounted for a small proportion in the province's economic structure, it provided high social security, a large source of food for the locality. Therefore, the province paid attention to directing implementation, ensuring productivity, stable development of crops and livestock, bringing high income to farmers.

Vice Chairman of the Provincial People's Committee affirmed that in recent years, Bac Giang province had focused highly on leadership, direction, and launching many policies to promote agricultural and rural economic development. Although the province's agricultural growth rate had continuously increased in recent years, it was not really commensurate with the local potential and strengths. The province's agricultural development potential was still very large.

With the view that agricultural development was "best as you go" for stability and sustainability, the province had done a good job in planning sectors, fields and trade promotion, thereby creating a premise and basis to continue attracting investment and development in the agricultural sector in the coming time.

Vice Chairman of the Provincial People's Committee wished to continue to receive the attention of the Ministry of Agriculture and Rural Development in solving the problem of branding and sustainability of agricultural product value, and at the same time solving the story of "good season for devaluation". At the same time, he suggested the Ministry to introduce businesses with potential to invest in agriculture in the province. The province committed to creating the most favorable conditions for businesses to operate on the basis of the provisions of law.

Concluding the working session, Deputy Minister of Agriculture and Rural Development Hoang Trung highly appreciated the agricultural production results that Bac Giang province achieved over the past time. To achieve this result, Bac Giang had many good ways to do such as paying close attention and direction to the agricultural sector, closely following the direction of the Ministry of Agriculture and Rural Development to implement systematic programs and projects, especially implementing restructuring in the right direction.

Deputy Minister suggested that in the coming time, Bac Giang province would well direct and protect production in the Spring crop; focus on directing the development of seasonal production plans; ensure a reasonable crop variety structure to bring the best productivity and quality. Do a good job of plant protection from seed selection and management to ensure quality and suitability for climate and soil.

Promote the construction of production processes, reduce input costs, and increase profits for people. Improve the efficiency of plant variety management, promote the application of high technology and circular agriculture. Strictly manage the assigned growing area codes. Continue to implement agricultural restructuring projects.  Focus on developing key products. Promote the application of high technology, organic agricultural production and circular agriculture towards green growth.

Strengthen the management of agricultural materials to avoid the illegal import of poor-quality agricultural materials and seeds, affecting productivity, plants, animals, and food safety in the agricultural industry.

On the basis of highly appreciating the trade promotion of the province's agricultural products during the important period, the Deputy Minister proposed that Bac Giang province continue to do a good job of trade promotion, find outlets for products, especially for the issue of promoting products on e-commerce platforms. Pay attention to directing the management of growing area codes and maintaining necessary conditions for the granted growing area codes. At the same time, continue to research and expand new growing area codes.

The Deputy Minister agreed with some recommendations of Bac Giang province, and also informed about how to handle problems in the future./.
